Former Henagar Police Officer Pleads Guilty to Attempted Dissemination of Obscene Material

DeKalb County- A former Henagar police officer pleaded guilty Monday to two counts of attempted dissemination of obscene material under a negotiated plea agreement.

Joshua Min Kwon, 40, was originally arrested in early 2025 and charged with five counts of disseminating obscene material. Following his arrest, he was immediately terminated by the Henagar Police Department.

According to court records and published reports, Kwon entered guilty pleas to two reduced charges of attempted dissemination of obscene material. He was sentenced to a total of 15 years for both counts; however, the sentence was split into two 18-month terms. As a result, Kwon will serve three years in prison followed by three years on probation.

In addition, Kwon is required to register as a sex offender. He has been ordered to report to the DeKalb County Jail by 9 a.m. on March 16, 2026, to begin serving his sentence.

The case originated when the National Center for Missing and Exploited Children flagged a social media account for distributing explicit material. Investigators in DeKalb County, working with multiple law enforcement agencies, traced the activity to Kwon’s residence in Jackson County, leading to his arrest.

The case has now been resolved through the plea agreement.
