U.S. Secretary of Agriculture Brooke Rollins Appoints Twinkle Cavanaugh and Monica Carroll to Key USDA Roles in Alabama

 

 

 

MONTGOMERY, Ala. – Alabama Commissioner of Agriculture and Industries Rick Pate is proud to see outstanding leaders selected to direct two USDA agencies. USDA Secretary Brooke Rollins appointed respected Alabama leaders, Twinkle Cavanaugh and Monica Carroll, to pivotal USDA positions serving rural communities and the state’s agricultural sector. Cavanaugh was named State Director for USDA Rural Development in Alabama and veteran farmer Carroll will serve as the Farm Service Agency (FSA) State Executive Director for Alabama.

 

“As commissioner, I look forward to working with them to improve the quality of life in rural Alabama and serve as a strong voice for our farmers,” Commissioner Pate.

 

As State Director for Rural Development, Cavanaugh will oversee USDA’s efforts to support infrastructure, housing, business development and essential services in rural communities throughout Alabama. A longtime public servant and advocate for rural prosperity, Cavanaugh brings a deep understanding of state-level leadership, having served as President of the Alabama Public Service Commission and previously as a senior advisor in the governor’s office.

 

“Twinkle Cavanaugh is a dedicated advocate for Alabama’s rural communities. Her appointment as State Director for Rural Development is a win for the state,” said Commissioner Pate. “Her leadership, experience and commitment to public service will ensure that critical investments reach the people and places that need them most. I’m confident she’ll make a lasting impact in this important role.”

 

Monica Carroll, an impactful agricultural leader and lifelong farmer in Dale County, will lead Alabama’s FSA, helping implement key USDA programs that support farmers with commodity disaster assistance, conservation and farm loan services. As FSA State Executive Director, Carroll will collaborate closely with the FSA State Committee, which is a group of local producers responsible for executing federal farm programs. She brings valuable insight to the role, having previously chaired the committee during President Trump’s first term.

 

Commissioner Pate also expressed his strong support for Carroll’s appointment. “Monica Carroll is a proven leader and a true advocate for agriculture. Her deep-rooted experience and heart for farmers make her the perfect choice to lead FSA in Alabama,” said Commissioner Pate. “I applaud Secretary Rollins and the Trump Administration for recognizing their exceptional leadership.”
