Floyd County Woman Arrested after Found “Lying in the Street”

Reports have now been available regarding a Floyd County woman, lying in the middle of Shorter Avenue near Starbucks last Sunday afternoon.

According to the Rome Police Department reports vehicles had to go into other lanes to travel around the woman.  36-year-old Chelsea C. Otto told officers there was an emergency and she was lying on the street, in order to “pray”.   She also told police that she “does methamphetamine” – every four to six hours…but she did not like how it made her feel. 

It was then discovered Otto was wanted on out-of-state warrants and she was arrested and charged with obstructing a public street and also being a fugitive from justice.
