Alabama Launches New Program to Expand Early Prenatal Care
MONTGOMERY, AL — A new initiative aimed at improving maternal and infant health has officially taken effect in Alabama. The Presumptive Eligibility for Pregnancy (PEP) program, authorized by state law, launched on October 1, 2025, enabling qualified providers to grant immediate, temporary Medicaid coverage to pregnant women.
The program is designed to ensure early access to prenatal care, particularly for women awaiting formal approval of their full Medicaid application.
“This is a game-changer for expectant mothers across Alabama,” said a state health official. “By removing barriers to first-trimester care, we are facilitating crucial exams, lab tests, and nutritional guidance right when it matters most, which can ultimately reduce maternal and infant mortality rates.”
How the 60-Day Coverage Works
Authorized under Senate Bill 102, PEP provides up to 60 days of coverage for ambulatory prenatal services. To receive temporary benefits, a pregnant woman must:

Contact a Qualified Provider: Seek preliminary eligibility from participating hospitals, health departments, physicians, or other trained maternity care providers.

Provide Documentation: Submit proof of pregnancy and household income information.

Receive Coverage: If deemed eligible, the woman receives 60 days of Medicaid coverage for prenatal care while her formal application is pending.
Providers are required to notify the Alabama Medicaid Agency within five working days of a presumptive eligibility determination and to ensure the patient understands the importance of completing her full Medicaid application. Continued coverage beyond the 60-day period requires formal Medicaid approval by the last day of the month following the initial determination.
One notable feature of the program is that coverage granted during the presumptive period cannot be retroactively denied, even if issues arise with the formal application later.
