Gadsden Unveils $100+ Million “RISE” Plan to Fund Major City Projects

GADSDEN, Ala. – The City of Gadsden is preparing to launch an ambitious new initiative aimed at reshaping the city’s future through more than $100 million in investments for major construction and development projects.

Mayor Craig Ford announced the proposal of a new bond issue to fund the “RISE” plan — a wide-ranging effort focused on Reimagining, Investing, Strategic planning, and Economic development. Ford emphasized that the plan will be executed without the need for any new taxes or fees.

The announcement comes as the city receives its annual audit, which revealed Gadsden is in its strongest financial position in decades. Auditors noted that city revenues have grown by double digits over the past three years while expenses have been reduced. The city has also paid off three existing bonds, further strengthening its financial standing.

“We’re ready to take the next step and capitalize on our financial situation by dreaming big and launching the Gadsden RISE plan,” Ford said. “We’ve worked hard to make improvements while reducing our debt.”

The centerpiece of the RISE plan is the proposed Gadsden Athletic Center (GAC). Designed as a large-scale, multi-sport complex, the GAC will include an aquatic center, 16 volleyball courts, 10 pickleball courts, eight basketball courts, four baseball/softball fields, and a 1.25-mile walking track.

A preliminary analysis by Sports Facilities Companies of Tampa, Fla., estimates the project will generate more than 2,400 jobs and have an economic impact of at least $190 million. Construction on the GAC is expected to begin in early 2026 and will replace the aging West Meighan Sports Complex.

“This is the people’s plan. We met with residents and listened to what they want to see in Gadsden,” said Ford.

The RISE plan draws directly from the city’s GROW Gadsden master plan completed last year, which outlines key development priorities for the next several decades. In addition to the GAC, the RISE plan includes riverfront redevelopment, public park enhancements, and arts and culture initiatives.

“These projects will be a huge stimulus to the local economy,” Ford said. “Improving the quality of life makes a city more attractive to businesses, and we’ve seen the success of similar investments in other parts of Alabama.”

Funding for the RISE plan will come from dedicated revenue sources and will not impact the city’s general fund or operations, according to city officials.

“We’ve already got some of the best natural resources in the state,” Ford added. “This plan will give both people and industry even more reasons to come to Gadsden.”
