The family of Lisa Millican is trying to get a law passed in Alabama aimed at protecting their rights. Lisa’s family is calling on law makers to pass a bill they hope will prevent other family’s from going through decades of pain like they did.

Lisa Ann Millican was kidnapped, tortured and murdered when she was 13. Lisa’s brother Calvin and his wife Cassie say that they have two goals for this legislation. Cassie says that they have had to endured years of seeing and hearing numerous documentaries and news stories reliving the death of Lisa over and over again and they want it to stop. Cassie said one of the biggest issues is that some of the information is not even correct and was released without the family’s consent.

Lisa Millican was just 13 years old when she was kidnapped from a mall in Rome. She was sexually assaulted, injected with drain cleaner and eventually shot to death. Her body was dumped into Little River Canyon by Judith Ann Neeley who is currently serving life in prison for Millican’s murder.

The family is working with Attorney Troy King to pass ‘Lisa’s Law’ the details of which were outlined during a press conference on Friday in Huntsville. Lisa’s Law would require Governor’s to contact the family of murder victims before they choose to commute a death sentence, something that did not happen is Lisa’s case after Alabama Governor Fob James commuted the sentence of Judith Ann Neeley in 1999 without Lisa’s family being notified.

The law would also require people looking to make a profit from the story to get permission from the victim’s families.

The Millicans say this would apply to things like documentaries, re-enactments and books. There have been several made since Lisa’s high-profile murder. The family says many of them got the facts wrong and painted a picture of the family that wasn’t true. For example, Lisa was not an orphan as some accounts say.
